On Saturday, MSA received notice that a memorandum was issued by MEXT on 15th May, 2020, which speaks about provisions for leave of absence (under strict conditions) given the extraordinary circumstances of Covid-19.
MSA was not informed about this memorandum until this weekend. Nonetheless, we have quickly provided a translation of the memorandum. We wish to thank the volunteer translators for the quick response as always.
Please read it carefully and see if it applies to your current situation. Please understand that those qualifying for the system will not receive the scholarship stipend for the period of absence.
We have approached MEXT for clarifications on this measure. MEXT said that these provisions can be retroactively applied to the April semester, though any paid scholarships will have to be returned.
